Off-Road Vehicle Guide for Primary and Seasonal Homeowners in PA

Confused by what's required to Insure, Title, and Register your OFF-ROAD Vehicles and Golfcarts in Pennsylvania?


Our visual guide for both primary and seasonal residents, including visitors to state lands, will give you a quick idea, but here's the current detail:


ATV / UTV / SIDE-BY-SIDE


ATV's, UTV's, Side-by-Side Machines, Snowmobiles, and Amphibious Craft should be titled and registered with PA DCNR if primarily being used and stored in PA, or if visiting and using PA owned/managed properties. Primary PA residents, and out-of-state residents, can Title & Register off-road vehicles in PA. This may not apply to use on private property only.


  • Out-of-state residents can use their primary mailing address (PA mailing address is not required)

  • Liability Insurance is mandatory and can be PA or out-of-state, as long as it's valid and shows the specific vehicle details (we quote & bind INSTANT INSURANCE)

  • PA DCNR requires titles and MCO/MSO's to be properly notarized for this jurisdiction, even when purchased out-of-state in non-notary required jurisdictions

  • Photos may be required, including a picture of the VIN

  • VIN verification may be required

  • Bill of Sale is required


MOTORCYCLES / DIRTBIKES


Off-Road-Only Motorcycles or Dirtbikes that are designed for off-road use only**, can be Titled with PENNDOT for PA residents, only. We'll need to review the wording that's on the title/mco/mso to assist in making that determination. Out-of-state residents will need to check with their home state of residency for title and registration requirements.


*PA DCNR does not title or register, motorcycles or dirtbikes - despite what you may find on internet searches.


Liability Insurance for off-road motorcycles and dirtbikes is optional in PA, depending on where the vehicle is being used. Primary and seasonal residents can purchase PA Insurance as long as the vehicle is primarily used and garaged in PA. An out-of-state mailing address is acceptable, and All operators should be listed.


Street Legal Motorcycles


**If the motorcycle or dirtbike (enduro stye) is street legal, and the title/mco doesn't state off-road use only, etc., it can be titled and registered by a PA resident with valid proof of ownership, PA ID, PA insurance, VIN Verification, and any other required, supporting documentation. This may include motorcycles, mopeds, and motor-driven cycles.


GOLFCARTS


Golfcarts that are NOT street legal, cannot be titled or registered with PENNDOT or

PA DCNR. These traditional-style Golfcarts are not required to be insured, titled, or registered in PA. However, your community, homeowner association, or property owners association may have specific requirements for insurance and registration, in order to register for use within their private community. You'll need to refer to your community rules and requlations for what is required.


Golfcarts that are Street-Legal, low speed vehicles, or new electric vehicles, may need to be insured, then titled, and registered with PENNDOT for PA residents only.

Out-of-state residents will need to check with their state of residency for insurance, title and registration requirements. Again, this is for street-legal golfcart type vehicles.
