Driver's Licensing Services must be done through a PENNDOT Photo License Center. We can provide a list of locations and a checklist of what's needed.
IN-Transit, or Temporary Registration & License Plates are available for out-of-state residents that are purchasing a vehicle or trailer in PA. This temp tag allows 60 days for the new owner to legally use the vehicle/trailer, and complete title and registration in their home state of residency. It cannot be extended, and is a once and done temporary registration.
